On 7 July, 86 European associations representing research, development and innovation (RD&I) stakeholders issued a joint declaration urging EU Institutions to significantly increase funding for the next Framework Programme for Research and Innovation (FP10).
Citing the Draghi report's warning of stalled productivity growth and a widening innovation gap with the US and China, the signatories call for FP10's budget to be substantially increased over the 2028–2034 MFF period, a reinforced Pillar II to strengthen industry-driven public-private partnerships, and full alignment between FP10 and the European Competitiveness Fund (ECF) to support the entire innovation cycle, from fundamental research to market deployment.
The declaration warns that cutting or stagnating FP10 funding would be a "false economy," undermining the partnerships and technology pipelines needed to restore Europe's competitiveness. With MFF negotiations underway, the associations say the window to secure adequate RD&I investment is narrow, and that decisions taken in the coming months will shape Europe's ability to compete globally.
The signatories stand ready to work with EU Institutions to design an FP10 that is bold, well-resourced, and fit for purpose.
